first, go to the folder C:\users\Дмитрий\AppData\Roaming\ second, create the folder 'Sketchup' or install Sketchup2015 which will create that folder for you because that is where is stores all of its settings (same as Sketchup 2013 and 2014).

looks like SK8 has a problem with Cyrillic http://sketchucation.com/forums/viewtopic.php?f=323&t=51179 either you can create a new user with no Cyrillic in the name and then test. it should work. otherwise you may be forced to upgrade to Sketchup2015 which uses Ruby 2 and hopefully does not have a problem with non Ascii filenames
