Once you're there, at the Extension Manager, click on the red 'Install Extension' button at the bottom left (if you are using SketchUp 2017, I don't recall the color or location in 2016) and look for the SketchUcam.rbz file you've downloaded. Clicking on it will install it.

What directory does it have to be in for sketchup to find it?

Bruce, your browser downloaded it and put it where it puts all other downloaded files, probably 'my documents/downloads'
In Firefox you can open that folder by right clicking the file in the downloads list and selecting 'open folder'
If you use another browser, just google 'where are my downloaded files in browser xxx' and replace xxx with your browsers name.

Having found the folder, you can find it in the install dialog in sketchup. Note that *you* find it, sketchup has no idea where you downloaded it.

ok I got it installed and I have the tools in the tool bar.
I created a simple cad drawing and am truing to get a pocket created but I dont seem to be able to select the pocket tool.
I can select the inside cut and outside cut tools and I can set the parameters but when I select the pocket tool nothing happens.
All the other tools show an indicator with the cursor (o) for outside cut, etc but the pocket tool does not show anything and I cannot get it to select anything.
I want to create a pocket in the large circle surrounding the small circle(hole).
    What am I doing wrong?
    Thanks

There is no letter to indicate that the pocket tool was selected. That may be something that swarfer may want to add in the future (or maybe not :)).
The reason you don't see anything happen when you selected the pocket too in the above drawing is that the bit diameter is .25" and the pocket is .25" wide. The pocket tool can not handle that. The pocket is being made with an outline, to make the pocket outline look perfect, and an inside part, which takes away the material. If the width of the pocket is the width of the bit no outlines and inside can be made and the tool fails. Make a square, or a circle, 2" wide and try the pocket tool then. You'll see what I'm talking about.
In your case you'll have to use the center line tool. Create a circle, exactly half the width of the pocket and then use the center line tool on it.

The best solution I have for you is click on the blue ? in the toolbar which is a well written manual. Also swarfer has a lot of great tutorial videos to get you going.

Ok moving along. From the plot guide tool, how do you rotate the view so you can see the tool paths?

The video above your post shows what you need to do with that zip file. You will be installing it within Sketchup as an extension.

if you got a ZIP file then you got the wrong file.
the correct file is an .RBZ file

so, you need the RELEASE from here
