pure centerlines cut in the direction they were created. if you drew it from left to right it will cut from left to right.

pocket cuts (which use centerlines as an internal basis) will normally cut the outline anticlockwise, but you can reverse that via the options on the Feature Options menu. Full description in the help, hit the big blue question mark in the toolbar.

do you mean an 'inside cut', in other words, a cut around the inside of a shape, generally displayed as a blue cut line.
or do you mean a 'centerline cut', a cut applied to any line, displayed as green?

Please read the help about the various tools and make sure you give the correct name to the tool you are using, otherwise I find it very hard to help properly.

To reverse an 'inside cut', change the 'overhead gantry' option to false on the parameters dialog.

To reverse the outlines of pocket cuts, change the CW option on the Features menu.... Tools|Phlatboyz|Options|Features.

If your machine is giving you bad finish on anticlockwise cuts then it needs to be stiffer <-:

 

there is no way to determine that cut direction other than by the draw direction.
maybe what you need is a paid for program like Vcarve Pro?
