The easiest way to do it will be using the offset tool and then using the 'center line' tool to mark the lines in the depth that you want.

The first 'offset' should be half your cutting bit diameter and the rest should be offset by the diameter of the bit. The last offset should be half diameter too.

I tried as well and can't get it to work either so it is a bug in the pocket tool or just a limitation of it.
For now Tigerpilot's suggestion would be the easiest way.

upload a skp of what you are trying to do
    If i understand correctly.
I tried it and had no snag.
The part you want to pocket needs to be split into 2 parts i think

the pocketing tool can only work on 'regular concave polygons', ie shapes that if you stand in the middle, you can see all the edges and corners.
how you get around this is split the area into sub areas, possibly doing one manual 'offset' and then split the result. dont forget to remove the split lines before generating Gcode. Also helpful is using the CTRL and SHIFT keys to select either only the outline or only the zigzag, it is in the help and also all over the forums.

also i think it would be a lot better if i could enter mm or inch into the depth of the pocket as percentage is a little annoying. love the program though as i tried aver 20 different software and i think i have found the holy grail :)
