I change the diameter of the tool on Parameters menu and save that file however, when I load that file, it shows what I presume is the default size again (1/8").
It shows a character before the 1/8 that looks like an "S" laying on its back.
Anyone have an idea how I can change this "default"?

you are using fractional inches which Sketchup rounds off during conversions.
rather use decimal inches to three decimals. like 0.000
you can still enter 1/8" as exactly that but Sketchup will display it as 0.125"

    How to set it?
    In Sketchup, click Window|ModelInfo|Units

the ~ means 'approximately' meaning it cannot display the actual value and has selected 1/8" as the closest fraction (which may actually be far off sometimes).
the ~ is named a 'tilda'
