Got the code to take after redoing a couple of the dog bones and cleaning up some stray lines
also had to manually create the face the old fashion way

Strays lines are the cause of the Gcode not generating, nothing to do but clean up the drawing properly.

if your telling me i need to manually clean up the broken and stray lines created by the faulty outside cutline tool , That's not possible with all the parts i want to cut

I looked at the file that you uploaded and you say in it that you solved the problem so where is the snag that you have? It happens to me many times that outside, or inside for that matter, cut tool will not create a face. I then do just what you did to make a face. Sometimes I have to make many of these lines until I isolate the area where the problem is and then I can fix it.
